Ok reinstalling the samba-common package appears to have resolved the issue. Interestingly, the /usr/lib/tmpfiles.d/samba.conf file does exist, but it's empty. I will try reinstalling samba to see if that works; I'll post a response once I do.

Well that does look like a real problem but even if you report it to bugs.centos.org, nothing will happen as the CentOS kernel is a rebuild of the RHEL one with only branding removed. To get it fixed you'd have to report it on bugzilla.redhat.com I'd also recommend running memtest86+ on the machine...
