Interestingly, the /usr/lib/tmpfiles.d/samba.conf file does exist, but it's empty. I will try reinstalling samba to see if that works; I'll post a response once I do.

Well that does look like a real problem but even if you report it to bugs.centos.org, nothing will happen as the CentOS kernel is a rebuild of the RHEL one with only branding removed.
