I had the same problem as you, and searching around in forums mos of answers were to make a fresh installation which in most cases did work for some people.
In my case i blocked all outgoing traffic because i use server only localy.

Can not save iptables
Hello i have used iptables command but it does not save the command. I had the same problem , and this was cause to dos attacks. My server kept uploading at 100mbps all the time.
You can check it with "iftop" or "iptraf" also.
I suggest blocking all ports except ones u need.

I have the same problem , Installed fresh CentoS 7 on new server , have installed only apache and mysql to run a php page localy on my office. I have tried stopping both services but nothing changes. Only when i plug my server on network this happens. I used iptraf to check taffic and it goes crazy ...
