Yes, ruby fails to rebuild correctly on armhfp. In fact it builds fine, but the integrated tests fail and so failing the rpm build process

Yes, we indeed had a IP subnet change at the DC hosting multiple nodes (including bugs.centos.org) but it seems that issue was visible post-migration, due to mantisbt/php keeping cache and the socket to previous IP (that was still working until DC removed that old subnet) All ok now and should be re...

Can you test again please ? The GeoIP DB used for the mirrorlist backend was updated already (done monthly), but the in memory cache had not be "cleared" after the update.

So, I just tested from a simple Belgacom (home VDSL2) connection, with native ipv6 (so not using my he.net tunnelbroker anymore) and I'm correctly redirected to mirrors in .be (basically belnet.be)
As said, it would be good to know your ipv6 address/range

There is a difference between rebuilding the installation DVD, and respinning a LiveCD/LiveDVD that you'll be able to test the system, but also install the running system to disk. Yes, it is : believe me : I'm using the be-latin1 keyboard layout myself ;-)
The "strange" part in anaconda (which was completely rewritten "from scratch") is that they call it "Dutch; Flemish (Belgian)".
If during install you just type "belgian" you'll also see it in the list.
