The ability to create/remove files is determined by the permissions on the directory, not the files.
You are writing to the directory. You are not writing to the file.

The dot at the end of the permissions means there are extended attributes set.

CentOS does not update itself.
CentOS 6 comes with MySQL.
CentOS 7 comes with MariaDB.
What is the output of "rpm -q centos-release"
and "uname -a" ?

There is no working upgrade from CentOS 6 to CentOS 7.
If you attempted one, you broke more than MySQL/MariaDB.

GRANT ALL PRIVILEGES ON * . * TO 'backup'@'localhost'; should be
GRANT ALL PRIVILEGES ON *.* TO 'backup'@'localhost';
