How do you set such a rule? By creating a .rules file in that directory and setting your rule in it. As for permissions, that looks normal. When you list it before the mount, you see the permissions of the directory itself on your root filesystem. Once you mount a filesystem on it, then it'll show ...

All those messages are from Sept 7th. Either you've taken a very long time to post this or your computer date is set wildly incorrect or you're looking at the wrong file.

Also, 2.6.32-431.23.3.el6.x86_64 is not a CentOS 6.9 kernel, it comes from 6.5.

First, you don't want to put this in fstab. What happens if you boot without the phone installed and it's in fstab? It'll drop to emergency mode and refuse to boot. Second, you need to make sure the device file in /dev/usb is owned by your user/group so you probably need a udev rules file for this. ...

Also check the sha256sum of your downloaded file against the list in the CentOS 7.4 release notes.

You can't ping an ip address with a port. Ping doesn't use tcp, it uses icmp which is a totally different thing and doesn't really have ports as such. If you want to test tcp connectivity then use telnet as that does take an ip address and a port though not using the : syntax, it's two separate para...
