CentOS supplies mariadb which is a fork of mysql. Everything that is in CentOS and in EPEL will be built against mariadb not against mysql (which we don't ship at all).

But really since you have cpanel installed, you need to ask cpanel about this and future questions. Their install replaces so many CentOS supplied packages that you now have a cpanel system not a CentOS one and any advice we might offer that would be applicable to a vanilla CentOS system might break...

Is NetworkManager installed and enabled? You might need to adjust your steps if it is.

Then I ran yum list openssl --noplugins --showdupli to list all copies of the openssl package that are installed or in any enabled repo ...

I don't think you should mix remi and webtatic on the same system as both provide similarly named packages that overwrite things from the CentOS supplied repos. Well mostly because CentOS is a rebuild of RHEL so if things are listed with RHEL compatibility then they should also work for CentOS too. There did used to be a RH HCL web page but I'm not sure it still exists.
