If you can boot using a rescue system then mount your system's filesystems, look in the various logs that are normally under /var/log/ for errors.

Try the problem device (did you tell us what it is?) via a powered USB hub and see if that helps. By a powered USB hub I mean a USB hub that has its own power supply and is not powered by the host system's usb bus.

Did you tell firewalld to allow udp port 514 from your remote devices? You'd need to run something like firewall-cmd --add-service=syslog and then the same again with --permanent to make it stick over a reboot/restart.

Please make sure you run yum update ASAP. CentOS 6.8 is old and out of date and you need to be on 6.10 to be current. Running yum update will get you there.
