Most likely it's an EPEL package that got retired due to no maintainer. The boxes that were installed before it was retired will have it installed. You can't use setenforce in this instance as that gets reset on reboot. You need to either edit /etc/sysconfig/selinux and change the line in that from enforcing to permissive or you can interrupt the boot at the grub menu and edit the kernel parameters there and append a space followed by enforcing...

Maybe you need to kpartx twice to get it to add mappings for the "inner" partition table.

Also try running the apps from a command line so you see any error messages they produce.

You just updated to 7.4? I presume you did so make sure you have mate-themes-3.22.13-1.el7.noarch installed then go to Systen->Preferences->Look and Feel->Appearance and I would guess your current theme is one named "Custom". You'll need to redo the customisations you did - pick a differen...
