I'd make then root:apache and 750 so that they are only readable by the apache group and no-one else. Shouldn't the key only be readable by root and not apache? Weird, my weekly logrotate stopped working after the same date, 11-29. Selinux is currently disabled, and forcing logrotate manually doesn't log any errors, and even claims to have rotated logs. Your smb.conf is missing a "workgroup = xxxx" setting, and I also have a "domain master = Yes" setting. I'm no expert on this, but I think that both are needed.
