You were correct there was a different process using 443. It was a proxy. Thank you.

When using lvm you first have to create a partition using fdisk. The partition can only go up to 4. When looking at ssm commands I never see the instructions stating that you have to use fdisk. So there is one file in there called 20-nproc.conf. In there I put the line rhapuser nofile unlimited. When I try to run the process again after a reboot it says that the current unlimit is now 4096.
