Can you run strace with the command (and all parameters) defined in the systemd service?

Another option is port knocking.
If port konocking is set, only the ip that 'knocked' the correct ports can access your ssh server.
You can use port knocking for icmp echo reply , also.

Are you using KVM/qemu ?
If yes, it will be better to use 'routed' type of virtual network.

pvcreate refuses to create a PV even if you deleted all partitions as the partition table exists.
In your case - you have no partition table, because you are using the whole block device.

Check for selinux denials in the audit log.
You can use 'sealert' command from the 'setroubleshoot-server' package.
