Have you created the top folder with SGID ? In your case all users should have the same group so you can set the 2 folders '2777' (ownership nobody:groupname) which will guarantee that the files/folders will have the same group. Another option is to enforce that via samba, but i think that the first...

Also in order vsftpd to go through /etc/hosts.deny you need to set:

tcp_wrappers=yes

Then set in hosts.deny:

I would recommend you to first try to contact ipvanish.com with exact time stamps when the offender tried to gain access.They might take some actions.
Also check their server's list and blacklist them all.Is your fail2ban blocking the IPs permanently?

When did you install it like that ?

I'm telling you that Oracle has increased their requirements. Set a more complex password and try again. There is no indication that your CentOS installation is causing the trouble.
