Please delete this if it is an unacceptable post. I am posting this so others can fix the issue of entity too large (and so I can find the answer next time I need it).
Solution for me was raising the value of SecRequestBodyLimit in /etc/httpd/conf.d/mod_security.conf
phpmyadmin error 413 entity too large
