some users facing problems, when they writing device driver codes on new kernel, some codes still for 2.4 kernel,
why not supply centos with both kernel installation support

You should ask Red Hat that question, as they define the content, excluding centosplus.

My recommendation for those needing a 2.4 kernel with a modern distro is to use Debian, which comes with both 2.4 and 2.6 kernels. Depending on your tolerance for pain, Slackware is another option.
