TTY unlocatable?

So I've been using CentOS on cloud servers and at work for maybe 3 months.
I've never once ever had the chance to fool with the GUI, i really don't want to....
I'm unable to shutdown and bring up my TTY for some reason.
when I ctrl+ALT+F1 - F6 it won't bring up to a TTY... I sudoed root and installed the necessary system files to allow the system to recognize and use the TTY... still doesn't work.

Any ideas?

Those virtual terminals are only useable from the physical console, not from an ssh login or from
some java console.
