After changing IP address and restarting, CentOS doesn't start up.
It stops at progress bar 100% and no GUI doesn't come up.

I am using CentOS 6.3.
After changing IP address and restarting, CentOS doesn't start up.

What procedure did you follow to change the IP address? Boot it, wait until the progress bar reaches 100% and press Ctrl-Alt-F2: Do you get a console prompt?
