That makes it look like a problem on your machine, perhaps a missing default route for ipv6 traffic?curl: (7) Failed to connect to 2001:67c:2178:8::13: Network is unreachable

After adding "ip_resolve=4" still not working as my previous reply.

Google Cloud Engine Support apparently don't like packages from outside repository, it didn't work even I disabled all ipv6 system-wide for centOS 6 and CenOS 7 in GCP. After I gave enough feedback and reference to this post thread, they still replied as below:
So my workaround is to manually analyze dependency for the package I want to install, then install all dependencies and package manually. It won't bother any IPv4 and IPv6 configuration in the system. Below are my workflow.
1. download outside/non-default repository
2. analyze dependency
dependencies not installed yet in my box
3. download all related rpm packages, then install them.
4. disable outside/non-default repostiory
5. reference links

So that's weird only in CentOS 6 and 7. Even I put ip_resolve=4 in yum.conf and/or disabled ipv6 system-wide, I was still not able to use yum to install latest ZeroMQ directly with that repository.Unfortunately, all Compute Engine VPC networks use the IPv4 protocol and currently do not support IPv6 [1] as of the moment. We understand that many of our customers would like to use these in their GCE Instances and as such, we are currently rolling out IPv6 Support for GCP.
