I can follow the menu choices in C5 and in C7 (Mate) and enable a compose key using right-win key (or any other key, actually), but if I do the exact same thing in C6 it doesn't work.
If I type <right-win>ae, in C7 and C5 I get the "ae" ligature. if I do it in C6, I get the two distinct letters, "ae". Likewise for any other pair that should work, e.g., e', 'e, etc., etc.
I can't find much of anything online about troubleshooting this, can anyone here point me in the right direction?

The setting to enable a compose key is somewhat hidden. In Gnome 2.28 you can pick a compose key as follows:
- System > Preferences > Keyboard
- Select the Layouts tab
- Click on Layout Options...
- Expand Position of Compose key
- Select the key(s) you want to act as the compose key
- Close
