OpenVPN is in EPEL. Upstream has published a new release (2.4.3) because of some recently discovered vulnerabilities.
The rpm in EPEL is still at 2.4.1.

2.4.3 is in epel-testing

The future appears to be RHEL or Debian. I think I'm going Debian.

a) there is no "official" package. CentOS does not supply openvpn at all
b) there was a 2.4.3 update in the epel-testing a month ago when the question was first asked and that update is now in epel itself not in -testing
