I just want to know when an official version of CentOS is released that has the meltdown/spectre mitigations in it so I can make a new server with *that* version. Is there a notification list or something that will tell me that?

It already is. Just run yum update to get up to date.
The future appears to be RHEL or Debian. I think I'm going Debian.
