Need help opening outbound port 1129

I am running a PHP script that needs to submit XML to a web service on port 1129. The developer is indicating that the script is behaving as if the port id closed.
I am new to linux and Im not sure how to confirm if the firewalll is allowing this connection to be established on port 1129 and to recieve the XML answer.

How do I determine if outbound requests on port 1129 is allowed, and assuming its not how to I allow outbound requests on this port from my PHP script?

Thanks in advance for the forums help!
John

here is my iptable config

Need help opening outbound port 1129

There are no rules there that would restrict outbound connections.

It's more likely that SELinux is stopping the connection from httpd - try
setsebool -P httpd_can_network_connect on
You may also need to add the port to the semanage port list for httpd.
