If you read this last note, I'm willing to bet your issue is some sort of malware problem. Could be that malware is redirecting the windows tcp/ip stack through a cracker's proxy to harvest passwords and such, but ended up set to the wrong IP or the host took the site down. Download the NOD32 trial (http://www.eset.com/download) on your other PC and use a CD to install it on the one with the problem. For good measure, download and install Spybot S&D as well (http://www.safer-networking.org/en/download/index.html) If there's any sort of infection, odds are that your tcp/ip stack needs to be repaired.
