Now that most mirrors are dropping CentOS-4, if remaining users still need to access yum repos then edit /etc/yum.repos.d/CentOS-Base.repo, comment out mirrorlist directives, and in each enabled section add baseurl=http://vault.centos.org/4.9/os/$basearch, baseurl=http://vault.centos.org/4.9/updates/$basearch, etc.
There will be no more updates, security or otherwise. Everyone still using CentOS-4 should be planning a migration to a supported release. If it is absolutely necessary to continue to run the obsolete release, then consider installing a supported released and running it via virtualization, allowing virtual instances to be easily snapshotted and restored if compromised.
