Memory Requirements of Enterprise Linux 7

What are the memory requirements for enterprise linux 7 x86_64? In particular, what are the absolute minimums for virtualized or container based installations? What do you believe are best strategies for resource consoladation on systems with limited memory resources? chroot jails? cgroups? containers? Docker? KVM?

I know what Red Hat states is the minimum, they state here: https://access.redhat.com/articles/rhel-limits that 1 GB is the minimum. However, at first glance, that number seems made up. I can't afford to allocate that much memory to every instance of the operating system. What is the actual overhead of the base os?
