CentOS VM under Hyper-V - High CPU usage

Running CentOS 7 as a virtual machine under hyper-v. Problem is whenever this is running, even though it is just idling, the hyper-v partition is using up 20% cpu for no apparent reason. Is this a Linux bug or a windows one?

I got the same thing with CentOS 6.6.
