What's the correct place to make hdparm settings "permanent"

hi all,

I've been looking around but couldn't find what the proper way is of making hdparm settings permanent.

Is /etc/hdparm.conf valid in CentOS?
Or should I add it to rc_local?

I set the general power settings to virtual-host through tuned-adm.
However there's one disk that's basically used once or only few times a day.
I've checked with dstat and indeed it has basically no IOs however I never see see it spin down (using smarctl command).

When I use hdparm -y I can get the drive to spin down.

So now I'm looking for the permanent place to set the spindown time at every bootup. Thanks in advance.
