We don't support any systems with control panels on them so you'll need to ask VestaCP for support.

CentOS 7 uses firewalld (unless you manually have switched to iptables).

You need to ask vestacp for support. We know nothing about control panels here and many of them, including it seems from their web page VesatCP, include management of iptables rules among their functions. Doing things in a way that appears to work may in fact then break once the CP gets involved.

Are you on an ISP which has those ports open? Might not be your firewall or your CP.
If you're server is behind a NAT on a home based internet service from a major ISP then there's a chance the ports are blocked further upstream and no amount of configuration will work around that. You'll have to move up to a business account where the ports are open.. Just my WAG.
