CentOS doesn't control this so the best we can say is "after RHEL 7.5". And, no, there's no ETA on that either and you'd have to ask Redhat and they won't tell anyone.
The future appears to be RHEL or Debian. I think I'm going Debian.

Each release is about a 1 year release +/- a few months. I would not to hear any noise about the next release mush before June, nor later than October.

RHEL 7.5 was released today, so CentOS 7.5 will be out sometime in the not too distant future.

The rebuild has already started and when all packages are built and have been tested they will be available via the 'CR' repo which is installed by default on all machines but disabled. There will be a notification once CR is populated. That process usually takes days (or perhaps weeks) and is significantly quicker than waiting for the iso images to be built/tested/released.

Also is there a list of new packages it will support?
I am specifically interested in PHP7 and MariaDB 10.2
Nice to have more up to date Apache and/or NGiNX.

7.5 is already available if you enable (and possibly prioritise) the CR repo and yum update from it.
Massive package version updates - called rebases in RHEL language - are few and far between. This release is no exception and both php and mariadb stay on the same stable versions they were on before. So does apache httpd. We do not ship nginx at all except via an SCL.
