Thanks, tru_tru. It would appear that VirtualBox have had this bug open for at least 19 months - so if they had spent more time trying to fix this, rather than arguing over the semantics of whether experimental features should receive any support at all, they might have had a fix in by now.

In any case, at least there are some decent workarounds for this - thanks, everyone. :)

I experienced the same issue with CentOS 7.4 .1708 installing it on a bare system (so not on VirtualBox).

The bare system wanted to use fallback.efi, which was not present.
Copying fbx64.efi to fallback.efi fixes the booting.
Actually, this is preferred to copy shim or grub to boot/grubx64.efi, as the fallback restores the efi boot order.
So I would like to suggest that this is not only a VirtualBox issue.
There is also an issue with the uefi fallback not booting.

I would expect that either bootx64.efi is updated to refer to fbx64.efi or that fbx64.efi is renamed to fallback.efi.
There is a fedora issue reported at https://bugzilla.redhat.com/show_bug.cgi?id=1512410.
