Change in sudoers file

Hello,

in CentOS 6, the wheel group could not sudo to root:

## Allows people in group wheel to run all commands
# %wheel ALL=(ALL) ALL

In CentOS 7, the comment has been removed. Could someone explain the rationale behind this?
