Restart power-off time

Is the amount of time the computer is powered off during a restart configurable?

We have a custom made PCI card that we suspect is not coming up correctly in one machine vs another due to the amount of time taken during the restart process while powered off. Would like to increase the amount of time the machine is powered off by a few milliseconds.

If it was then it would most likely be a BIOS configuration option.

All bioses are designed for specific motherboards.
You may do a web search for your motherboard and see if you find something.
You could also see if there's any options to do e.g. a full memory check - this should delay the boot time.
