Problem with ISCSI-LVM-PCS

I have in my configuration 2 NODOS and a NODE ISCSI in CLUSTER, I have a shared LV_APACHE configured for the two NODES, when PCS is started, the cluster resources are started in NODO1, when I switch to NODO2 the resources are stopped.

I have listed with lvscan, the inactive lv_apache appears, it is the problem that I have.
I need help to activate it.

Tests:
in /etc/lvm/lvm.conf, I have removed the vg / lv_apache from the volume list, so that it does not start the system.

Paste your cluster configuration here (use the code tags) and also the output of:
