Maybe I'm missing something.

I boot the VM, I select 3.10.0-862.14.4.el7.x86_64 - this is the latest one for this VM
I then press 'e' to edit the parameters, and add systemd.unit=rescue.target parameter to the linux16 line, then Ctrl+X
It now reboots and drops to dracut just as I first posted.

In the grub menu select/boot the kernel with rescue in it's name, and then run the dracut command.

Of course, that was what I did last time, been a long day...

It ran, but has this in output

Did you try selecting Enable advanced options checkbox to retain UUID, mac when exporting ovf?

What is the most recent directory that you have in /lib/modules/ ? That is the version number you need to pass to dracut --kver $version
The future appears to be RHEL or Debian. I think I'm going Debian.
Info for USB installs on http://wiki.centos.org/HowTos/InstallFromUSBkey
CentOS 5 and 6 are deadest, do not use them.
