The top panel isn't changing after installing gnome-shell theme on Centos 7.5

I downloaded and extracted this theme,https://www.gnome-look.org/p/1263697/, into the this directory ~/.themes . I am using the gnome-tweak tool and have installed both activitiesconfigurator and user themes. Whenever I apply theme, the top panel and bottom panels do not change but the menu does. What am I missing?
