Canot change init level 5 to 3

cat /etc/centos-release
CentOS Linux release 7.6.1810 (Core)

I've set my system to 'multi-user.target' (runlevel 3)
also have I config the /boot/grub2/grub.cfg with
appending the digit 3 to the end of the kernel command line

and when I to switch from graphical to multi-user, by hit the circle(upper right corner) -> my Name -> Log Out
the Server run into multi-user mode, BUT it will 'hang' in there - will Not get the login screen!?

my /boot/grub2/grub.cfg look's like this ...

You'll need to switch virtual terminals using Ctrl-Alt-Fx. The one that X was using has no getty on it.
The future appears to be RHEL or Debian. I think I'm going Debian.
Info for USB installs on http://wiki.centos.org/HowTos/InstallFromUSBkey
CentOS 5 and 6 are deadest, do not use them.
