How do I rearrange the order of my program tabs at the bottom of my desktop?

I want to be able to drag and rearrange the order of the program tabs at the bottom of my desktop panel similar to how you are able to drag and rearrange tabs in a web browser. Is this possible and how can I do it?

I think I remember from when this was discussed a few months ago that the current Gnome doesn't allow it, though other DE's do ...

I think that's how it went.
