vncserver on CentOS 7 with MATE

I installed a new CentOS 7 system using the minimal download. From there, I installed MATE using the instructions on this page:

I then installed tigervnc-server and (as a user) started VNC.
When I connect to the vnc session, it doesn't have a functioning desktop. All I see is that Firefox starts, but nothing else. I have a mouse pointer, but right-clicking does not bring up a menu. I removed the existing xstartup file to see if that changed anything: it did not.
Any ideas?
