Is 3.10.0-514.26.2.el7.x86_64 the latest 514 kernel
when I do a yum update kernel-3.10.0-514*
I get "No packages marked for update"
Please advise.

Yes, that's the latest and last 7.3 kernel. Running yum update kernel-3.10.0-514* doesn't do what you think it does - bash will expand the kernel-3.10.0-514* part into any filenames that match that pattern in the current directory before it calls yum.
The CR repo (what will be 7.4) has 3.10.0-693.2.1.el7.

That is because it is not in the current CentOS 7 repository, which is now 7.4.

The current latest kernel is from 7.4 and is

It fixes a bug in bluetooth that has some catchy name and probably its own webpage
