Upgrading CentOS 6.9 to 7.4

I am upgrading a Centos 6.9 server to 7.4. I am experiencing a few errors. While performing 'yum update', after the command processes dependencies the first error is "Error: Depsolving loop limit reached" and other errors lists several packages with four fields such as:

Error: Package: name_of_package
Requires: name_of_package
Removing: name_of_package
Updated or Available or Obsoleted By: name_of_package

and repeats this for about 20 or so packages. At the end it says "You could try using --skip-broken" or "rpm -Va --nofiles --nodigest".

This server is in a lab environment which has no internet connection. I have a repo server configured offline.

There is no upgrade path. To go from 6 to 7 requires a reinstall.
The future appears to be RHEL or Debian. I think I'm going Debian.

CentOS 5 and 6 are deadest, do not use them.
