Hi,
FreeIPA recently released their latest stable version 4.5.4. Previously 4.5.3 was the most stable. I'm curious to know when the package will be updated ? Currently 4.5.0 is available in the repo, however 4.5.0 isn't stable, it's filled with bugs and it's causing various issues in my environment.

CentOS is a rebuild of RHEL so you'd need to ask RH about it. For info, you should read https://access.redhat.com/security/updates/backporting about how they go about fixing things - that may well mean that 4.5.0 is not the real version of the package as they will have made fixes to it since.
The future appears to be RHEL or Debian. I think I'm going Debian.

How bout now? 4.5.4 appears to now be available for Red Hat. When will it be available for Centos?

ipa-server-4.5.4 is in RHEL 7.5. It will appear in the CR repo shortly and eventually in CentOS 7.5.1804.
