I've got the same issue myself, and I've been unable to find a solution anywhere. Using version 9.6

If you're using 9.6 then you're not using the CentOS supplied copy which is 9.2.23. You may need to ask the supplier of that 9.6 for assistance.
Did you look at the output of the suggested commands? Did you look in the postgresql logs under /var/log?

The future appears to be RHEL or Debian. I think I'm going Debian.
