i tried to change settings for BOOTPROTO=none into Static then i also try to add NETMASK=255.255.0.0 but to no avail
i'm bothered if i saved my settings or not as everytime i go to that network-settings it's the same or nothing change

BOOTPROTO=none is the same thing as static. In fact the only thing that's checked for is "dhcp", everything else means static.
NETMASK=255.255.0.0 means the same thing as PREFIX=16
NETMASK=255.255.0.0 means the same thing as PREFIX=16
The future appears to be RHEL or Debian. I think I'm going Debian.
