These ATA commands 0xEC 0xE5, 0xB0 are issued to hard disk per 10 minutes, but I hope hard disk to power off for power saving
if no read/write access. Is there any method to change the period of the ATA command issuing? thanks in advance.

Are you sure that this is keeping the disk awake?
hdparm should control the time needed to enter sleep mode and as far as I know, nothing but I/O should wake it up.
Sadly , checking if the disk is asleep causes it to wake up.
