Require ip 127.0.0.1
And are you using it from localhost?
CentOS 5 died in March 2017 - migrate NOW!
CentOS 6 goes EOL sooner rather than later, get upgrading!

yes
I also put my ip in it and it is the same
Require ip 127.0.0.1 198.72.176.22

when I remove /etc/httpd/conf.d/phpmyadmin.conf it is also the same like there is another phpmyadmin.conf
