OpenStack Centos 7 Network Manager

Im making an openstack private home cloud on a basic install of Centos 7 and having trouble with the networking as Network Manager is not supported in Juno. However when I disable it i can no long connect to wifi and cannot find a way to start up the service without NM.

I think it is however i do not have iw tools for some reason. I did a basic install of Centos7. is there a repo where i can get it?

I think they're in a package called wireless-tools (which I though was part of a minimal installation)..
