My /etc/sysconfig/network-scripts/ifcfg-ethXXX files are being overwritten at boot by dracut.
This problem is apparently reported on the Redhat site:

does anyone know what the "solution" is? Running 7.4 w/ all the latest updates applied.

Create a configuration .conf file under the /etc/dracut.conf.d/ directory with the following contents:
omit_dracutmodules+="ifcfg"
Rebuild the initramfs with dracut: dracut -f
omit_dracutmodules+="ifcfg"
Rebuild the initramfs with dracut: dracut -f
The future appears to be RHEL or Debian. I think I'm going Debian.
