SCTP association - INIT on both paths or only one

Hello,

When there's SCTP association, is it expected that INIT is happening on both paths or only one.
I'm reading RFC and other internet sources and can not see anywhere is enforced to send INIT on the both paths.
Still, I see some systems are doing that way.

For security, SCTP uses a four-way handshake mechanism that incorporates the use
of a cookie during the handshake. This method prevents attacks from someone injecting
messages into the network toward an already established association.

You have a 4-way handshake and the associations should be established on both links.
