CenOS7.2,INTEL X86-Skylake,GE.
ifconfig eno3 up,then terminal prints:SIOCSIFFLAGS:Device or resource busy.
What's wrong with the NIC?

You're trying to run 7.2 which predates Skylake chips by quite a long time. The current release is 7.5 which came out in April 2018 and RHEL 7.6 is rumoured to be released any day. Start by updating to 7.5 or installing it in the first place and see if the card then works.

7.2 is 3 years old and riddled with security flaws. Do not use it.
The future appears to be RHEL or Debian. I think I'm going Debian.

CentOS 5 and 6 are deadest, do not use them.
