We just noticed during the upgrade from CentOS 7.5 to 7.6 our systems all had NetworkManager reinstalled. Since we have been running servers we have never needed it installed, and explicitly excluded it from our builds.
Its simple to run a "yum erase NetworkManager*" but keep an eye on your /etc/resolv.conf which may get blatted, if your using static DNS settings from the ifcfg-* files
We had previously found NetworkManager provided no benefit, and confirmed with RedHat that generally for servers it was not needed, see https://access.redhat.com/solutions/265843

Do you have the yum update output ? We could see from that what it is that's pulling it back in.
The future appears to be RHEL or Debian. I think I'm going Debian.
