hmm
i've checked
/boot/grub2/grub.cfg
and find there selinux=0 parameter
changed 0 to 1
annd after rebooting i got selinux enabled
why centos doesn't apply changes from /etc/default/grub ?

Did you run grub2-mkconfig after changing the file and before rebooting?

i didn't know about it (newbie).
Just updated config using grub2-mkconfig -o /boot/grub2/grub.cfg
after reboot selinux is enabled
